Maybank pecat 2 staf, NUBE rancang mogok

SHAH ALAM - Kesatuan Kebangsaan Pekerja-pekerja Bank (NUBE) memutuskan untuk mengadakan mogok ekoran tindakan Maybank, bank terbesar Malaysia, memecat dua pegawai kanannya awal minggu ini.

Setiausaha Agung NUBE, J Solomon berkata, tindakan itu telah diputuskan secara sebulat suara pada mesyuarat exco yang diadakan semalam.

Maybank memecat Naib Presiden NUBE, Abdul Jamil Jalaludeen dan Bendahari Kehormatnya Chen Ka Faat berkuat kuasa Isnin lalu berhubung tindakan mereka membawa kain rentang mengecam bank itu di Geneva tahun lalu.

Sehubungan itu katanya, persidangan perwakilan luar biasa akan diadakan pada 10 Februari ini bagi mendapatkan perakuan ahli-ahlinya berhubung rancangan mengadakan mogok.

"NUBE bersedia untuk melakukan apa sahaja dan segala-galanya untuk melindungi tindakan-tindakan mengeksploitasi pekerja oleh Maybank," kata beliau dalam satu kenyataan petang ini.

MTUC bimbang perjanjian FTA jejaskan pekerja

Presiden Khalid Atan berkata FTA tidak menggalakkan perniagaan dua hala tetapi lebih bersifat 'perangkap' untuk mengheret negara membangun seperti Malaysia.

KUALA LUMPUR: Kongres Kesatuan Sekerja Malaysia (MTUC) bimbang Perjanjian Perdagangan Bebas (FTA) dua hala antara Kesatuan Eropah (EU) dan Malaysia serta Trans Pacific Partnership (TPP) dengan Amerika Syarikat akan menjejaskan pekerja dalam pelbagai sektor industri dan ekonomi tempatan.

Presiden MTUC Khalid Atan berkata FTA, suatu usaha perjanjian persefahaman perniagaan pemodal EU dan Amerika untuk mengembangkan perniagaan mereka ke Asia sebenarnya tidak menggalakkan perniagaan dua hala.

Tetapi lebih kepada ‘perangkap’ untuk mengheret negara membangun seperti Malaysia untuk mengikuti terma perniagaan demi kepentingan kuasa besar.

Menurut Khalid, antara perkara yang membimbangkan adalah Industri Kecil dan Sederhana (IKS) bakal terjejas kerana melalui perjanjian itu, tarif produk import daripada EU dan Amerika yang masuk ke Malaysia akan diturunkan sehingga 0% sekaligus memberi persaingan hebat kepada produk tempatan.

IKS tempatan tidak mampu bersaing

Lebih membimbangkan, katanya situasi ini akan membawa kepada pengangguran pekerja tempatan kerana IKS tidak mampu bersaing dengan produk import.

“IKS dan industri tempatan tidak mungkin bersedia menangani persaingan ini kerana sebaik sahaja perjanjian FTA berkuatkuasa, maka pasaran Malaysia terbuka luas untuk kemasukan produk EU dan Amerika,” katanya dalam memorandum kepada Suruhanjaya Hak Asasi Manusia (Suhakam) hari ini.

Katanya, rundingan FTA antara Malaysia dengan EU dan Amerika kini di peringkat akhir dan Kabinet dijangka akan menandatanganinya pada hujung tahun ini.

Selain itu, sektor pertanian turut berhadapan risiko yang sama apabila ayam dan beras yang dieksport ke Malaysia dikenakan cukai yang rendah sekaligus menjejaskan penternak tempatan.

“Di Ghana apabila cukai ayam import dari EU dihapuskan, maka peratus ‘market share’ penternak tempatan Ghana berkurang dari 95% ke 11% sahaja.

“Akibatnya industri ternakan ayam mereka terjejas dan ramai pekerja terpaksa dihentikan,” katanya.

Kesan negatif

Khalid juga mendakwa FTA akan menetapkan syarat selepas ia ditandatangani Kerajaan Persekutuan, Kerajaan Negeri mahupun Kerajaan
Tempatan tidak boleh memperkenalkan apa jua syarat atau undang-undang baru yang dianggap akan mengurangkan keuntungan atau keupayaan pelabur itu menghasilkan untung pada masa depan.

“Maksudnya jika perjanjian ini ditandatangani, maka pelabur tersebut tidak boleh dipaksa melaksanakan gaji minima walaupun kerajaan ingin menguatkuasakannya.

“Pelabur boleh mengugut kerajaan dengan membawa pertikaian ini ke Mahkamah Antarabangsa dan berhujah bahawa pelaksanaan gaji minima akan mengurangkan kadar keuntungannya kerana mengharapkan kos buruh murah di Malaysia,” tegas beliau.

Sehubungan itu, Khalid dalam memorandumnya memohon Suhakam mendesak kerajaan menghentikan rundingan FTA kerana negara seperti Amerika Selatan dan beberapa negara di Afrika yang sudah pun menandatanganinya lebih banyak menunjukkan kesan negatif terhadap ekonomi tempatan.

Ekonomi EU, Amerika tidak stabil

Sementara itu, Ahli Parlimen Klang Charles Santiago mempersoalkan kerajaan yang masih meneruskan rundingan FTA sedangkan EU dan Amerika kini sedang mengalami krisis ekonomi sendiri.

“Kenapa kita perlukan mereka (EU dan Amerika) kerana ekonomi mereka sendiri tidak stabil. Mereka sebenarnya yang perlukan kita untuk kukuhkan ekonomi mereka,” soalnya.

Katanya, isu ini pernah dibangkitkan di Parlimen sejak rundingan itu bermula pada tahun 2009 namun dipandang sepi, tambahan rundingan ini tidak memerlukan persetujuan Parlimen untuk kerajaan melaksanakan FTA.

Guessing game over new Tenaga chief

BASED on the rumour mill, the top candidate to become the new chief of Tenaga Nasional Bhd (TNB) is Datuk Mohd Izzaddin Idris.

Izzaddin, currently managing director of UEM Group Bhd, is tipped to swap places with Datuk Seri Che' Khalib Mohd Noh, the current CEO of TNB.

Izzaddin was previously TNB chief financial officer (CFO) for some time.

The other candidates from the rumour mill are external as well as internal management via promotion and as follows:

* Datuk Ismee Ismail, current CEO of Tabung Haji.

* Datuk Azlin Alias, current special officer to the Prime Minister in the economics section. He was previously an analyst at Nomura Securities.

* Datuk Azman Mohd, current chief operating officer of TNB.

* Datuk Mohd Nazri Shahruddin, TNB's current vice president of generation

* Datuk Rozimi Remeli, TNB's current vice president of transmission.

* Mohd Rafique Merican Mohd Wahiduddin, TNB's current CFO. TNB has a history of promoting from internal management other than external previously, such as Datuk Pian Sukro.

We believe it does not really matter who is the CEO of TNB because ultimately Khazanah Nasional Bhd calls the shots.

We believe that Khazanah keeps an eye on TNB through its director in the investment department, who is in charge of the power division, in particular TNB.

Although TNB may prepare the ground work, ultimately Khazanah makes the case to the Minister of Finance and the Cabinet on the major issues which are currently concerning TNB such as gas subsidies, cost sharing on extra costs of fuel, electricity tariffs and the power purchase agreements (PPAs) with independent power producers (IPPs).

Therefore, the expected change in management in June will be a non-issue as the controlling shareholder remains unchanged.

Therefore, whoever is appointed to replace Che Khalib will represent Khazanah's interests as well as the government's interests in TNB.

TNB's current sub-par performance is not due to the weakness of its current management but merely due to circumstances such as the shortage of gas supply, high cost of fuel and coal, the legacy lopsided PPAs with the IPPs, the strong labour union in TNB and political repercussions of any staff reduction to trimdown operating costs.

Despite the potential change in management in June, we reiterate our "buy" call on TNB, with unchanged fair value of RM6.69 based on the conservative discounted cash flow (DCF) based valuation with a high weighted average cost of capital of 10 per cent.

The actual fair value for TNB based on DCF is at RM7.43 but we ascribed another 10 per cent discount due to the uncertainty on the gas shortage issue.

We believe that the change in the new management will have no impact on its future earnings as Khazanah has the final say on TNB's future direction and plans.

'Inside man can solve TNB issues'

Workers’ associations want Azman to take over from outgoing CEO


TENAGA Nasional Berhad (TNB) workers' associations said they would support the appointment of existing chief operating officer Datuk Azman Mohd to replace chief executive officer Datuk Seri Che Khalib Mohd Noh when the latter's contract expires this June.

The associations, comprising TNB Executives Association (PETNB), Amalgamated Union of TNB Employees (KPPPTNB) and TNB Junior Officers Union (TNBJOU), were in agreement that an "inside man" should be appointed to solve the issues faced by TNB.

"TNB family problems should be resolved by those in the family," PETNB president Abdul Shukor Hassan said.

KPPPTNB president Abu Hussin Nekmat said Azman was suitable for the post because he had been with TNB for 30 years.

"There are many qualified candidates, but Azman is the best choice."

The candidacy of Azman was suggested by Che Khalib himself on Wednesday after he announced that he would be calling it quits

The associations also said they had sent letters to the prime minister in June 2009, January last year and last month, to raise four trade disputes, one of which concerned outsourcing of jobs, such as street lighting and electricity supply workers.

TNBJOU president Mohd Roszeli Majid, meanwhile, urged the government to re-look power purchase agreement and outsourcing of electrical energy production to independent power producers.

Meanwhile Energy, Green Technology and Water Minister Datuk Seri Peter Chin Fah Kui said Che Kalib's decision to leave must have been a personal one.

"If I'm not mistaken he had last year indicated that he would agree to serve TNB for year only. I do not want to comment (on potential replacements) since it is the BoD (board of directors), which will decide on the appropriate person." Additional reporting by Akil Yunus

CEO TNB: Kesatuan mahu PM lantik orang dalam

SHAH ALAM - Pekerja-pekerja Tenaga Nasional Berhad (TNB) mahu Perdana Menteri Datuk Seri Najib Tun Razak mempertimbangkan pelantikan ketua pegawai eksekutif (CEO) yang baru daripada kalangan orang dalam syarikat utiliti itu.

Dalam satu kenyataan dikeluarkan hari ini, dua kesatuan dan satu persatuan yang mewakili pekerja-pekerja TNB berkata, pihaknya yakin pengurusan dalaman mempunyai kepakaran dan kemampuan untuk menerajui syarikat berkaitan kerajaan (GLC) itu berasaskan kepada semangat kerjasama dan pencapaian yang ujud sejak sekian lama.

"Amatlah penting bagi kerajaan melihat semula kemampuan dan memberikan pengiktirafan sewajarnya kepada segala usaha yang telah dilakukan oleh pekerja dan pengurusan dalaman TNB setelah TNB berjaya menjadi salah satu syarikat terunggul di Asia," katanya lagi.

Kenyataan itu dikeluarkan oleh Yang Dipertua Persatuan Eksekutif TNB, Abdul Syukor Hassan, Kesatuan Pegawai-pegawai Rendah TNB Mohd Rozeli Majid dan Presiden Kesatuan Percantuman Pekerja-Pekerja TNB Abu Hussin Nekmat.

Pimpinan dua kesatuan dan persatuan terbabit menambah, pihaknya berkeyakinan penuh bahawa kepimpinan dalaman TNB yang mempunyai pengalaman yang luas bersama LLN/TNB dan industri pembekalan elektrik mampu untuk menerajui dan memimpin TNB ke tahap yang lebih cemerlang sekiranya diberi peluang.

"Tambahan pula, kepimpinan dalaman lebih memahami operasi, budaya kerja, serta nilai dalaman yang menjadi tunjang kepada pembangunan dan kejayaan LLN/TNB yang telah dibina lebih 60 tahun.

"Seorang pemimpin dalaman yang menerajui TNB dapat diterima oleh semua lapisan dan dekat di hati masyarakat TNB serta memulihkan keyakinan, meningkatkan semangat dan menyatupadukan warga kerja TNB dalam memastikan objektif utama TNB iaitu memberi perkhidmatan yang terbaik dalam menyediakan bekalan elektrik kepada rakyat dan negara," katanya lagi.

Laporan media kelmarin menyebut Datuk Seri Che Khalib Mohd Noh tidak akan menyambung khidmat apabila kontraknya tamat bulan Jun ini.

Kenyataan itu menambah, kesatuan dan persatuan TNB merakamkan ucapan terima kasih kepada Che Khalib yang telah menerajui TNB hampir lapan sejak 2004.


"Kenyataan beliau bahawa muka baru diperlukan dan keutamaan diberikan kepada kepimpinan dalaman di mana calon yang paling layak adalah Datuk Azman Mohd (Ketua Pegawai Operasi dan Pengarah Eksekutif TNB), amat dialu-alukan kerana ia selaras dengan hasrat kesatuan dan persatuan TNB," katanya lagi.

Menurut kenyataan itu, kedua-dua kesatuan dan persatuan TNB juga ingin merakamkan ucapan terima kasih kepada Perdana Menteri kerana prihatin dan memahami hasrat pihak mereka.

Bulan lalu, kepimpinan kesatuan-kesatuan dan persatuan berkenaan memberi kata dua akan mengadakan piket akhir bulan ini jika Che Khalib tidak berundur dan empat tuntutan utama tidak diselesaikan.

"Sehingga hari ini sebahagian tuntutan selesai. Tetapi kami kena tunggu dan lihat perkembangan susulan," kata Mohd Rozeli, yang juga Naib Presiden Kongres Kesatuan Sekerja Malaysia.

TNB's CEO Che Khalib quits

Utility board acccepts his decision not to renew his contract, looking out for a replacement

KUALA LUMPUR: Tenaga Nasional Bhd (TNB) CEO Datuk Seri Che Khalib Mohd Noh will be
calling it quits when his contract expires in June this year after heading the national utility for the past seven years.

“In any organisation, you need new faces,” he told StarBiz. “I am recommending
new face ... the organisation needs a fresh face. It is like that in any organisation. If a person stays on for too long, people tend to get bored with him.”

The board has accepted Che Khalib's request for his contract not to be renewed and has begun finding a replacement.

“It is entirely up to the board to decide. It is getting consultants to identify the candidates; the process started last month (when Che Khalib indicated his request not to be renewed).

Che Khalib: ‘I am still young ... I still have a few more years to go. I can work for other people or other companies.’

“The priority would probably be internal candidates; naturally, the most suitable person would be the current chief operating officer/executive director Datuk Azman Mohd. But ultimately, it is up to the board whether it is an internal or external candidate,” he said.

Che Khalib said leaving TNB did not mean he was ready for retirement.

“I am still young ... I still have a few more years to go. I can work for other people or other companies,” said Che Khalib, who at 47, feels he has quite a number of years more to contribute.

Besides, he felt it was good to learn something new or do something different before reaching 50.

After campaigning for competitive bidding of power plants, how does he feel now that the Government has agreed to embark on it?

“I think that is the way to move forward. I have been drumming on this since the first day I came to TNB. I have been pushing for bidding and transparency.

“I have been in TNB for seven years and we have seen the light of this. I think the Government also agrees that moving forward, we want the process to be competitive ... based on bidding. When we go through this process, we should be able to secure electricity at the most competitive price.
Azman is a possible internal candidate to replace Che Khalib.

“I am quite happy with the development,” he said. “We are not against extension of power purchase agreements (PPAs) for the independent power producers (IPPs) or any of that, so long as at the end of the day, we get the most competitive price. We can't keep on blaming the IPPs. If we say the IPPs are expensive, what have we done about it?

“We approach this exercise of bidding and transparency with only one goal in mind, that is, to get the most competitive price and set the benchmark which translates into lower tariffs,” he said.

“That doesn't mean we made complete mistakes but some could have been done in a better way. We want to make sure that whatever we do now, we do not repeat the previous oversights. We want to make sure that whatever oversight or terms that were not so good are made good this time. Whatever mistakes in the past should be corrected in this tender or process of awarding the PPA.

“I'm not against the IPPs as long as they can be efficient. Why not? At the end of the day, what people want is efficiency and electricity at the cheapest and most competitive price.

“We are all into this. If TNB can do it cheaper, give to TNB. If TNB cannot do it cheaper, give to other people so long as price is to the benefit of the public at large,” he added.

Should all 4,500MW (that is coming up for extension among the first generation IPPs) be open for bidding at one go?

To Che Khalib, it doesn't matter as long as the process is conducted transparently.

On Petronas' decision to set a gas reserve margin, he said: “That is good. It never had that before. It is not just TNB but also the petrochemical, steel cement industries that would like Petronas to maintain a buffer for gas.

“For instance, we have currently used up all the gas. When we go for maintenance, there is no buffer.

“Just like in the power sector, people ask why do we have a high reserve margin of 20% and over? When one plant is down, we can still run with no supply disruption,” he said.

However, the reserve margin is also a cost, hence the need for balance and an optimum reserve margin so as not to burden the company.

“TNB used to have reserve margin of 40% which carried a very high cost. We are in the process of reducing this margin to an optimum level of about 20%,” said Che Khalib
